Across the 171 issuers in the CFPB Terms of Credit Card Plans survey, the highest surveyed purchase APR belongs to Comenity Bank (up to 35.99%, a store-card issuer) and the lowest minimum to Homeland Credit Union, Inc. (3%, a credit union). Surveyed terms, not offers.
